Chapter 39 of the Quran, entitled Az-Zumar (The Throngs), is a Meccan surah revealed during a period of intense persecution against early Muslims. The surah strongly asserts the oneness of God (Tawhid) and contrasts the fate of sincere believers with that of disbelievers, culminating in a powerful description of the Day of Judgment. 
The climax of the surah is the depiction of the two groups (the believers and the disbelievers) being led to their final destinations. 
The disbelievers: They will be led to Hell in throngs (zumar), where they will admit their guilt but find it is too late.
The believers: They will be led to Paradise in throngs (zumar), where they will be greeted with peace and enter to stay forever.
The surah ends with the angels surrounding God's throne and all judgment concluded with a chorus of praise to God, the Lord of all worlds.
